This generic function (along with its implementations for different

This cleanup makes the number of objects depending on qapi/error.h
drop from 1910 (out of 4743) to 1612 in my "build everything" tree.
While there, separate #include from file comment with a blank line,
and drop a useless comment on why qemu/osdep.h is included first.

In order to store integer values between INT64_MAX and UINT64_MAX, add
a uint64_t internal representation.

We would like to use a same QObject type to represent numbers, whether
they are int, uint, or floats. Getters will allow some compatibility
between the various types if the number fits other representations.
Add a few more tests while at it.
